Shipping A shipping agent is a company, organization, or individual who acts as a representative for the owner of goods or the client, handling the documentation for export or import of goods. This includes liaising with the Customs Department for customs clearance and providing other related services such as coordinating with shipping companies or banks. In formal terminology, the term "shipping agent" is often used interchangeably with "customs broker."

Anyone wishing to act as a shipping agent must obtain permission from the Customs Department. The criteria and procedures are governed by the Customs Department's regulations. Applicants must also complete a customs broker training course certified by the Customs Department.

How many types of shipping are there? What are they?

Basically, there are two main types of shipping agents:

1. General shipping agent.

A shipping agent handles documentation with the Customs Department for import, export, and other related services. This involves applying for and obtaining permits according to Customs Department standards, which specify the required qualifications for a shipping agent.

2. Authorized Economic Operator (AEO)

Essentially, it refers to general customs brokers who wish to upgrade their services to international standards. Interested customs brokers can submit an application to the Customs Department, subject to the criteria and conditions outlined in Customs Department Announcement No. 13/2556.

The World Customs Organization (WCO) defines AEO (Authorized Economic Operator) as “an organization or company involved in the movement of goods, certified by the customs authorities of each country to comply with WCO standards or other equivalent standards regarding supply chain security.”

Therefore, Shipping AEO, or AEO-certified customs broker, means a customs broker certified with security in eight areas, which are:

  • Security for entering and exiting buildings and premises.

  • Product safety.
  • Safety for cargo vehicles.
  • Data and information system security.
  • Management and investigation.
  • Crisis and emergency management, and guidelines for resolving issues.
