Overview
When shipping goods to Russia from outside the European Union, the recipient is required to pay import duties, whether the goods are for personal or commercial use. Duties may vary and are levied separately depending on the type of importer. The CIF (Cost, Insurance & Freight) assessment method involves calculating duties and taxes on the full value of the imported goods, including the cost of the goods, insurance, and freight. Duties may be levied as a percentage of the value of the goods (ad valorem) or on a per-unit basis, such as by weight or number of pieces. In addition to duties, imports are also subject to Value Added Tax (VAT).

Shipments to Russia will be subject to Value Added Tax (VAT) at a rate of 18% on the total CIF price, plus duties (if any). Some goods will be taxed at a lower rate of 10%.
Minimum duties and taxes in Russia.
Shipping goods to Russia for personal or commercial use is subject to different duty and value-added tax rates. Goods imported for personal use, whether sent via post or courier, with a total CIF value of EUR 1,000 plus a total weight of 31 kg, within one calendar month, are exempt from duties and value-added tax.
Minimum duties or taxes may be levied on either the CIF (Cost, Information, and Export) price, by weight, or both.
The following storage requirements apply:
- If the value of the goods exceeds EUR1,000, a combined duty and value-added tax (VAT) will be charged at the rate of 30%.
The excess amount in the price of the goods is taxed, but if the value of the goods does not exceed EUR2, the tax is waived. - If the weight of the goods exceeds 31 kilograms, a customs duty and value-added tax totaling EUR4 per kilogram of the excess weight will be charged.
- If both the value and weight of the goods exceed the specified rate, additional duties and taxes will be levied at a rate of 30% on the excess price of the goods, plus a minimum rate of EUR4 per kilogram.
- Commercial shipments to Russia are subject to duties and value-added taxes regardless of the value or weight of the goods. The duty rate depends on the type of imported goods.
